Traffic engineering, therefore, deals with the efficient movement of goods and passengers. The Highway projects need to develop a rational methodology to forecast passenger and freight traffic movements on the proposed roads. These should be based on the populations served and anticipated trip production and freight generation rates. Forecasts of traffic levels on the sections of road to be upgraded are expected to be based on future growth estimates and considering traffic diversion between routes depends on factors such as economic projections, growth factors, development and land use forecasts, and population, per capita income trends are taken into consideration.
